Monitoring and evaluation are key to an effective response, says Alliance Ukraine

The Alliance Ukraine has told international colleagues at an Amsterdam seminar that effective monitoring and evaluation is enabling them to respond swiftly to one of the fastest growing epidemics in Europe.
Participants from leading European and international non-governmental organisations heard how the Ukraine's programme achievements have depended on their ability to keep pace with the changing epidemiological situation in the country.
Alliance Ukraine also told the November meeting that they have been drawing on their practical experience of implementing the Global Fund-supported programme, Overcoming the HIV/AIDS epidemic in Ukraine, to develop a monitoring and evaluation manual. The manual was presented in draft form at the seminar.
Introducing the manual, Olga Varetska, head of the monitoring and evaluation team at Alliance Ukraine, told participants, “Our monitoring and evaluation unit collected and methodically systematised the best evaluation and monitoring techniques, tailored to direct and improve the efficiency of targeted interventions.”
The manual is being developed by the Alliance Ukraine monitoring and evaluation team in collaboration with the Alliance secretariat and UNAIDS Ukraine. It is aimed at non-governmental organisations working in HIV prevention, care and support for people living with HIV.
It will assist monitoring and evaluation professionals in developing and implementing an effective monitoring and evaluation system, setting targets, tracking results and readjusting planned activities. The manual builds extensively on internationally accepted principles and resources.
It was presented as part of a series of innovative seminars on monitoring and evaluation for European and international HIV non-governmental organisations. The seminars were organised by AIDS Action Europe, a pan-European partnership of non-governmental organisations that aims to create an effective response to the HIV epidemic in Europe and neighbouring countries.
Participating organisations included the World Health Organization Regional Office for Europe (WHO Europe), Médecins Sans Frontières (MSF), the All-Ukrainian Network of People Living with HIV/AIDS and the Alliance Ukraine.
